Sub: Admissibility of Severance amount to Gramin Dak Sevaks on Retirement /Death and on absorption on regular posts-clarification regarding

Attention of all concerned is invited to Annexure-III of this Directorate order No. 6-1/2009-PE.II dated 08.10.2009 containing details of existing and revised benefits under nature of benefit named 'Severance Amount'.

2. In this context, it is to clarify that the present benefit shown against Severance Amount also includes Severance Amount on absorption on regular posts payable @ Rs. 20000/- (Rs. Twenty thousand only) to an EDA (now called GDS) absorbed on regular basis against a departmental post after 15 years of continuous service as ED Agent (now called GDS) in the light of the common recommendation made by the GDS Committee in Para 14.14.1. Therefore, the revised benefit indicated against nature of benefit 'Severance Amount' is applicable not only on retirement/death but also on absorption against departmental posts @ Rs. 1500 for every completed year of service subject to maximum of Rs. 60000 with reduction in minimum eligibility to 10 years.

3. Therefore, the words "Severance Amount on retirement/death" may be taken as inserted on the top as headline above the existing para under present benefits against 'Severance Amount' starting with "A lump sum severance amount and ending with amount paid is Rs. 20000." Below this para, a new headline as "Severance Amount on absorption on regular posts" & a para beneath it starting as "Severance amount of Rs. 20000 (Rs. Twenty thousand only) is paid on absorption on regular basis against a departmental post after 15 years of continuous service" may also be taken as inserted & accordingly the Annexure III to this Directorate Order No. 6-1/2009-PE II dated 09 Oct 2009 may be taken as amended. Severance Amount

Severance Amount on retirement/death

A lump sum severance amount of Rs. 30000/- is paid on discharge provided a GDS has completed 20 years of continuous service. In case of a GDS completing 15 years of service but less than 20 years of continuous service the severance amount paid is Rs. 20000

Severance Amount on absorption on regular post

Severance amount of Rs. 20000 (Rs. Twenty thousand only) is paid on absorption on regular basis against a departmental post after 15 years of continuous service

Severance amount shall be paid at the rate of Rs. 1500 for every completed year of service subject to a maximum of Rs. 60000 with reduction in minimum eligibility period to 10 years.

3. This may be brought to the notice of all concerned. This has the approval of the competent authority.

Admissibility of interest in PPF(HUF) accounts matured between 13.5.2001 to 7.12.2010 - Clarification

Subject:- Admissibility of interest in PPF(HUF) accounts matured between 13.5.2001 to 7.12.2010 -a clarification regarding.

Sir / Madam,

The undersigned is directed to refer to this office SB Order No.23/2010 dated 13.12.2010 vide which, MOF(DEA) GSR 956 (E) dated 7.12.2010 ( F.No. 7/4/2010-NS-II dated 7.12.2010) was circulated. Now, MOF(DEA) vide its letter No. 7/4/2008-NS-II dated 01.06.2011 has further clarified the following:-

Interest at PPF rate would be paid on those PPF(HUF) accounts which had attained maturity after 13.5.2005 but closed by the subscribers before7.12.2010 subject to the conditions that the accounts had not been extended after maturity and the deposits were retained in such accounts without further subscription during this period.

2. This may kindly be circulated to all post offices for guidance and necessary information. If any such account was closed either without interest or with interest @ Post Office Savings Account, that may be settled according to this clarification.

3. This issues with the approval of DDG(FS).

Clarification on Inspector Posts Examination 2011 to be held on 3rd and 4th of September 2011.

Directorate has issued orders clarifying various issues related with the conduction of Inspector Posts examination - 2011, scheduled to be held on 3rd and 4th of September, 2011. The doubts and clarifications are:

(i) Whether the proposed IP Examination pertains to the year 2010 only and not for the year 2011:

The proposed IP Examination is for the year 2011 only


(ii) The cut-off date for assessing the eligibility to appear for the examination has been fixed as 30thJune, 2011.

The cut-off date for assessing the eligibility to appear for the examination is 1st July, 2011.

FNPO Wayanad District convention

Postal Employees of Wayanad District has decided to conduct a Convension, Kudumbasangamam and reception to the Hon. Minister for Youth Affairs Kum. P K Jayalakshmi, at Mananthavady at 10 am on 7.8.2011, under the banner of FNPO. The venue of the meeting will be P K Anandan Master Nagar, Mananthavady. A farewell will be given to the recently retired FNPO members during the meeting. Circle leaders including Sri Johnson Avokkaran, Sri P U Muraleedharan, Sri Thrivikraman Nair, Smt K J Dolima, Sri C Moideenkutty etc will be attending the function. Guidelines on grant of leave to the staff working under HSG I Postmasters

Directorate, vide order No: 51-4/ 2011-SPB-II dated 01.08.2011, has issued guidelines on grant of leave to the staff working under HSG I Postmasters. The Directorate order is posted below:

Subj: Grant of leave to the staff working under HSG I Postmaster.

Sir/ Madam,


It is observed that HSG I Postmaster is competent to grant only Casual leave to the staff working under him/ her. The applications for grant of other kind of leave to staff are forwarded by him/ her to the Division Office for approval. It has been brought to the notice of the Directorate that at times the said procedure takes time and if such officials who do not have casual leave left in their accounts want to proceed on earned leave immediately due to some unforeseen circumstances, they face problems in proceeding on leave at short notice.

2. The matter has been looked into. It has been decided by the competent authority in the Directorate that in such pressing circumstances, HSG I Postmasters while reccomending earned leave may relieve the official of his duties in anticipation of grant of leave by the competent authority, provided:


(i) The earned leave applied for by the individual is not for more than the period of three days.


(ii) No substitute is required in case the official proceeds on leave.


(iii) The leave may be reccomended by the HSG I Postmaster by recording that it is being reccomended subject to the availability of leave in the credit of the applicant.


(iv) The official may be relieved after duly following the procedure of handing/ taking over the charge.


(v) If later on the sanctioning authority finds that the official does not have the leave applied for to his credit, he should obtain the revised application from the individual for the kind of leave he/ she is entitled to at the earliest.


(vi) If the official needs earned leave for more than three days or wants to extend the earned leave beyond three days, he should apply for the same well in advance, so that it is sanctioned as per the existing procedure.

Amendment in the constitution of National Association of Postal Employees Group C.

The Government has provisionally approved the proposed amendments made in the constitution of National Association of Postal Employees, group ‘C’. As per the amendment, the monthly subscription for membership of the union shall be Rs. 30/- from 01.04.2011, and the allocation of quota will be as follows: All India Union: Rs. 8.00/-; Circle Union: Rs. 7.00/-; Branch Union: Rs. 15.00/-

Sir,
I am directed to refer to your letter No: 1-1/ RR dated 26.04.2011 on the above mentioned subject and to inform that Government has provisionally approved the amendments to the constitution of National Association of Postal Employees, Group ‘C’. The amended version will now read as given below:

Article 9: As under Sub Clause (iii): However when a vacancy arises in the post of Divisional/ Branch Secretary, the President of the Divisional/ Branch Union will authorise one of the Assistant Secretaries, who will in turn issue notice for the General Body meeting within 30 days from the date of this arrangement with specific agenda for the election of new Divisional/ Branch Secretary.


Article 23: Management: Add new clause (C): The Circle council, which consists of the members of the Circle Working Committee and the Secretaries of Divisions and Branches of the Circle shall ordinarily meet at least once between two Circle Conferences. The period of notification will be the same as the circle working committee. The council will discuss (i) Organisational matters (ii) the problems relating to employees and latest devolepments in the Department.


Article 32: Subscription: The monthly subscription for membership of the union shall be Rs. 30/- from 01.04.2011.


Article 33: Allocation: The amount of monthly membership subscription realized by the Branch Union shall be allocated as between the All India and Circle Union as quota in the following manner, the balance being retained by the Branch Union.

All India Union: Rs. 8.00/-; Circle Union: Rs. 7.00/-; Branch Union: Rs. 15.00/-


Article 33: Allocation: The All India Union shall pay to the Federation the due share of the union according to the quota received by the CHQ at the rates as may be fixed by the CHQ at the rates as may be fixed by the FNPO in accordance with its constitution.


Article 33: Allocation (d): No branch shall remit any quota to the Federation, directly.


2. The above amendments may be incorporated in the existing constitution of the Association and a fresh copy of the constitution submitted to this office, for record.

Subject : Scheme for engagement of GDS on compassionate grounds – Merit points and procedure for selection – revised provisions thereof

Attention of all concerned is invited to this Directorate letter of even number dated 14 Dec 2010 under which the scheme for engagement of GDS on compassionate grounds with merit points & procedure for selection was circulated and made effective for all the compassionate engagement cases to be considered on or after 01.01.2011

2. The Scheme has recently been reviewed in this Directorate and in partial modification to the existing provisions contained in Para 7 of the Scheme, the following revised provisions may be substituted:-

(a) The existing ceiling of 10% is removed. All requests for compassionate engagement would be considered by the Circle Relaxation Committee on application of the relative merit points prescribed in this Directorate letter dated 14.12. 2010 in hard and deserving cases only subject to availability of the vacancy for the purpose & fulfillment of the terms and conditions of the GDS post. The term "hard and deserving cases" would mean cases over and above 50 merit points.

(b) All cases that are more than 5 years old or in which there is/are earning members(s) in the joint families hithertofare considered initially by the Circle Relaxation Committee and prescribed to be referred to this Directorate for approval would also be decided by the Circle Relaxation Committee concerned without further reference to this Directorate.

(c) All other provisions contained in the Scheme dated 14.12. 2010 shall continue to apply as already prescribed and all compassionate engagement shall be approved within the ambit of the prescribed Scheme only.

3. The revised provisions shall take effect from the date of application of the original Scheme. However, no past case decided in accordance with the original scheme prior to issue of this order shall be reopened. All cases lying undecided for whatever reasons may be decided only by the Circle Relaxation Committee without any further reference to this Directorate.
