Calicut Division Womens Conference

A Divisional Women's conference of Calicut Division was held at Calicut on 10.04.2011. Advocate M T Padma, Opposition Leader, Calicut Corporation inaugurated the meeting. Smt K J Dolima, All India Convenor and Smt C Bhargavi spoke. Smt. Usharathnam N V presided over the function. Welcome speech was made by Smt Adhina M R Nair and Vote of thanks by Smt Sreesandhya V.

A class on the subject "Women and Health problems" was taken by Dr Jayasree. Sri P T
Abdurazack (Asst Circle Secretary, NAPE Group C) conducted a class on "Disciplinary Measures and Employees."

First All India Women’s Convention

A decision was taken in the All India conference of the NAPE Group-C held at Siliguri, West Bengal in January 2011th that a ladies wing in the auspice of the FNPO is to be formed and accordingly an All India adhoc committee was formed, Mrs. Pema Doma Bhutia being the Chair person and Mrs K.J.Dolimma being the General Convener. In the continuation, it was also decided to convene All India ladies Convention as directed by Shri. D.Theagarajan (Secretary General) and Shri. D.Kishan Rao (General Secretary Group C) thus, the first ladies All India convention was conducted at Pondicherry from 11-12 March 2011.Chair person Mrs Pema Doma BBhutia was in chair. Smt.K.J.Dolimma Convener introduced the need of organizing the women, the problem faced by ladies, and giving the opportunity to ventilate our grievances and finding solutions. Shri.D Kishan Rao, General Secretary, NAPE Group-C. Inaugurated the conference and the need for ladies unity, the policy of the ladies forum etc were put for discussion and approval of the convention. Even though in certain circles, ladies wings are working, General Secretary suggested that a fresh introduction of ladies wing in the All India level and expansion in Circle and Divisional levels is to be done.

Shri D.Theagarajan, Secretary General in his key note address, explained the need for assembling the ladies, and the responsibility of FNPO in the case and promised full support of the Federation for the attempt.

Shri.T.N.Rahate, president of FNPO and General Secretary of PIV wing who took part also promised full support for the movement.
Shri P.U.Muraleedharan, General Secretary, NUGDS stated that though the ladies wing is introduced in the auspice of the Group C union, GDS employees are also to be made its part and the mass organization work is to be planned. Many leaders of the FNPO, including S/S .Rajat s Das, All India President Group.C, Shri. P.S.Babu. ex G/S Group C. Shri. Muthu Krishnan. Shri.B. Shivkumar. Shri. K. Manohar Rao (Asst General Secretaries) also graced the convention.11 lady participants from different circles took part in the discussion. Vijayalakshmi Trichy,Sujatha and Rajeswari from Mysore,Indrani Hyderabad, and Pudul Chakraborthy West Bengal were the prominent Speakers.
Delegates from Andra Pradesh ., Chatsgarh. Karnataka ,Kerala, Tamilnadu and West Bangal Circle took part in the convention.
We express our thanks to the reception committee of the NUR III for the arrangements made to conduct the All India convention especially to the FNPO workers in Tamilnadu and Pondicherry

The following resolutions and decisions were approved by the house.

1.The instruction regarding posting/Transfer of women employees vide Directorates letter No 137-10/2011-SPB-II dated 18-12-2010 should be scrupulously followed.
2.Women’s welfare leave for two years should be introduced to all women employees during the service period instead of CCL.
3.30% of recruitment in any category should be allocated for women
4.30% reservation of women employees in any sector like games sports, and Trade union should be ensured.
5.Any committee regarding sexual /harassment of women employees in any department should be headed by a women positively.

Introduction of Circle/ Divisional committees

Though the All India committee has been formed, committees in circle levels are to be introduced in Adhoc level , and full-fledged committees are to be elected, after convening meetings. Divisional committees are also to be introduced like this. When circle/ divisional level committees are introduced, the case is to be sufficiently discussed with FNPO leaders in respective levels which may be specifically noted. We are shouldering the responsibility of bringing the movement to extreme vigor with notable identity in democratic set up which is very important. This is a historic time when the UPA Govt is trying to reserve 33 % of the seats in Lok Sabha, Rajya Sabha and legislative Assembly in states. The problems of ladies in postal sector are to be solved in the auspice of an organization in Democratic way which is apt for the time.

Maternity grant for GDS Employees.
For the first time in the history, the lady GDS employees are given eligibility for 3 months maternity leave with full wages.

Child care leave
Certain divisions/ circles are hesitating to grant child care leave granted by central Govt in the basis of recommendations of the 6th CPC, which has come to the notice of the union. We are bringing the matter before the Govt with sufficient political pressure to see that the same is granted in all eligible cases.
