Mass Dharna in front of Regional Office, Kochi on 21.01.2011

A massive dharna was conducted by the Circle Coordination Committee, in front of Regional Office, Kochi, on 21.01.2011, in protest against the unceremonious and untimely transfer of System Administrators in Central Region. The undemocratic attitude of the PMG, Central Region, towards the staff side was also challenged by the Federation.

The dharna was inagurated by Shri. R Chandrasekharan, President INTUC, Kerala and Chairman, FNPO, Kerala. Shri. Johnson Avokkaran, Circle Convener, FNPO, Kerala presided over the function. Shri. T N Mohanachandran, Divisional Secretary, Ernakulam welcomed the gathering. Shri. K M Antony, President, NAPE Gr C, Kerala, Shri. N Harikumar, DSM, Idukki, Shri. Venugopal, Asst. Secretary, NUPE Postmen & Gr D, Shri. P N Shivaraman, R III, Shri. U K Pushpan, R IV, Shri. P L Tomy, P IV, and Shri. V K Mohanan, NUGDS, spoke on the occasion.

There was a marathon discussion with the PMG and DPS on the day, which was fruitful in achieving the demands. The union side was represented by Shri. Johnson Avokkaran and Shri. K M Antony. In the discussion, the PMG has sanctioned a sum of Rs. 300/- per month, as mobile phone reimbursement charge, to all the System Administrators in the region, wef July 2010 (The period from which the present PMG has assumed the charge).

The forcible transfer of System Administrators in the region will be considered favourably on receipt of individual representations. PMG has further made it clear to the union representatives that he is ready to meet the union leaders and discuss various problem pertaining to the staff side, whenever he is available at office or personally over phone. He has further explained that he had no intention to insult the staff and promised to be more careful in future while interacting with the staff. A healthy atmosphere was reached after the discussion.

The Circle union is thankful to the PMG for this positive approach and salutes all FNPO activists who contributed to the success of the dharna.

Trade Union Seminar at Tiruvalla

A one day Trade Union Seminar was conducted on 26.01.2011, by the Divisional Committee of FNPO, Tiruvalla. The seminar was held at K Ramamurthi Nagar (Govt. GHS, Tiruvalla).

Shri. P U Muraleedharan, General Secretary, NUGDS, Shri. Johnson Avokkaran, Circle Secretary, NAPE Gr C, Shri. C Trivikraman Nair, Circle Secretary, NUPE Postmen & Gr D, and other Circle leaders attended the function.

More than 200 FNPO activists from Tiruvalla Division, had attended the seminar. The seminar was inagurated by Prof. Satheesh Kochuparambil, DCC Vice President, Pattanamthitta. Apart from various FNPO leaders, local leaders of both INTUC and the Congress party spoke on the occasion.

A Class on the subject "Stress Management in Work Place" was led by Shri. Sebastian Maliyekkal, Rtd. Labour officer (Director, Maliyekkal Academy for HRD). Classes in the afternoon section, on the topic "Role of Democratic Organizations in the Department of Posts", was led by Shri. P U Muraleedharan, G/S NUGDS.

Formation of Women Committee

The 19th All India conference of NAPE,Group C discussed the empowerment of Women Employees in the Postal Sector and resolved to form a separate women committee for organizing the women employees and formulating the specific demands in the work place management. The conference unanimously resolved to form the committee with the following Divisional Secretaries/Circle office bearers members who will organize and guide the CHQ in solving the problems. This committee will organize women employees and formulate strategies in consultation with the circle bodies and work as apex body at the CHQ.

Amendments to the Constitution of NAPE,Group 'C'

In the 19th All India Conference of NAPE Gr C, held at Siligri, the following amendments were made in the constitution of NAPE Gr C.

Article 1 :Name of the Union shall be National Association of Postal Employees, Group C
Article 1:The Name of the union shall be National Union of Postal Employees, Group C
Article 9:Vacancies in Elected offices or Posts
Article 9 :Add under sub clause (iii):However when a vacancy Arises in the Post of Divisional/Branch Secretary, the President of the Divisional/Branch Union will authorize one of the Assistant Secretaries, who will in turn issue notice for the General Body meeting within 30 days from the date of this arrangement with specific agenda for the election of new Divisional/Branch Secretary

Article 23: Management
Article 23.Management : Add new Clause© :The circle council., which consists of the members of the Circle Working committee and the Secretaries of Divisions and branches of the Circle shall ordinarily meet at least once between two Circle conferences. The period of notification will be the same as the circle working committee .The Council will discuss (i)organizational matters (ii) The problems relating to employees and latest developments in the department.
Article 32: Subscription: The monthly subscription for membership of the union shall be Rs.20/- from 1-4-2009
