Proposed presentation on Technological Devolepments in Department - Cancelled

The Department, vide letter No: 1/ 5/ 2010 - SR dated 15.10.2010, has intimated that the presentation on "Technological Developments in Department of Posts - Presentation to the Staff Side", which was proposed to be held on 23.10.2010 at the Postal Staff College of india, Ghaziabad has been cancelled. Modified instructions on Recruitment of GDS through EmploymentExchange - Clarification of term "Effective No. of Candidates":

(DG (P) Letter No: 19-27 / 2010-GDS Dt. 07.10.10.)

1. Attention of all concerned is invited to Para 3 of this Dte Order No. 19-4 / 97-ED & Trg Dt19.08.98 which provided that "in case the notification and public advertisement so issued fail toelicit any response within the stipulated date or if the effective number of candidates applied forthe post is less than 3, the vacancies will be re-notified to the Employment Exchange & freshadvertisement issued calling for nominations etc within 15 days"

2.The term "effective No. of candidates / applications" has undergone judicial scrutiny byCAT, Hyderabad in OA No. 516 / 2009 in the matter of Shri.Chennuri Raju vs Union of India &relying on judgment of High Court of Madras in WP No. 22500 & 20422 / 1999 in similar caseCAT, Hyderabad has held in its judgment on 15.06.10 that "three effective applications meanthree applications should be received and even if one of the candidates amongst the threeapplicants is eligible, the selection should be finalized"

3.The issue has been considered in this Dte in the light of the aforesaid judgment and I amdirected to convey that term "effective No. of Candidates" finding a mention in the order of thisDte ibid may be interpreted to mean that three applications from the different candidates shouldbe received and even if one of the candidates amongst the three applicants is found eligible, theselection should be finalized in conformity with the interpretation as referred to in Para 2 above.

No more Group 'D' posts in the Department

The Group 'D' posts in the Department has been abolished by the Government. Hence hereafter,there will be no more group 'D' employees in the Department.
All group 'D' employees will be becoming group 'C' employees. The work distribution will also be changing.

Visit to Royal Mail

The Department has completed all formalities of visiting Royal Mail, London. A ten member delegation, under the leadership of Shri. A K Sharma, DDG (Estt) will be visiting the Royal Mail. The Department has allotted three seats to our Federation. Accordingly the Federation has nominated Shri. D.Kishan Rao, General Secretary NAPE Gr C, Shri. T.N. Rahate, General Secretary, NUPE Postmen & Gr D and Shri. A.H. Siddiqui General Secretary, R IV.The tour is scheduled from 17th October to 23rd October.
The program includes introduction of Royal Mail, World Postal Environment, Post Office counters transformation, visit to Post Offices, Royal Mail Automation programme, Overview of Parcel force worlvide, visit to International and National Hubs, meeting with CWU representatives etc.

Circle Working Committee meeting of NAPE Gr C

The Circle Working Committee meeting of National Association of Postal Employees, Group 'C', Kerala is proposed to be held at the INTUC Dist Committee Office, Kuruppam Road, Thrissur, on 19.10.2010 and 20.10.2010. The meeting will commence at 11: 00 AM on 19.10.2010.

Extension of Risk Allowance

Government, vide OM No: 21012/ 01/ 2008-Estt (Allowance) dated 13.10.2010, has extended the risk allowance for a further period of three months, ie upto 31.12.2010 or till Risk Insurance Scheme is implemented, whichever is earlier.
